Background
Instead of
directly attacking purely police and military establishments,the CPP/NPA/NDF
will try to inflict damages to vital facilities which are poorly guarded and
augmented by token forces from the AFP and PNP. That the NGCP substations in
the area could be possible targets of the CPP/NPA/NDF is a serious concern for
the District 2 Security Office to conduct security drills. Likewise, to test our existing SOPs, we have
to conduct security drills in time of peace in order to be prepared when the
actual crisis occurs. The security drill assumes a terrorist attack against
Talisay and Ubay Substations on 11 and 16 November 2011, respectively. The NPA
disguised as PNP personnel (a common deceptive tactic of the NPA) will try to
gain entry to the substations, neutralize PNP and security guard forces and
destroy the equipment found in the control rooms. The existing security plan of
the District 2 Substations shall be executed.
3.
The purposes of these security drills are the following:
a)
To examine how our SOPs on responding to terrorist threats or
incidents would prevent or minimize casualties;
b)
To identify what planning, guidance, and tools are needed and what
related issues need to be addressed to ensure an effective response mechanism
to a terrorist attack; and
c)
To recommend specific courses of action that will effectively
address the needs of district and higher level security planners to secure
facilities against terrorist attacks.
4.
Scenario:
a)
At H-hour, a group of NPA regulars disguised as PNP personnel on
board a civilian vehicle arrive at the gate and tries to gain entry into the
Substation.
b)
At H-hour + 1 minute, the information is relayed to the Head Guard
that a group of PNP personnel tries to enter the substation.
c)
At H-hour + 2 minutes, without prior coordination of such entry
into the Substation the Head Guard orders that the PNP personnel shall remain
to be put on hold outside the gate until cleared by the District Security
Officer.
d)
At H-hour + 5 minutes, the disguised group of NPA regulars,
sensing that their deception did not succeed fires at the security guards at
the gate.
5.
PNP augmentation personnel assigned in the substation deploys at
strongpoints to engage the enemy in order to delay the advance of the latter.
6.
Security Guards selectively engage the enemy and establish strong
point at the Control Room Building.
7.
DSO, District 2 establishes Incident Command Post at the Control
Room Building.
8.
The following measures are undertaken by the Incident Command
Post:
a)
Exercises supervision and control of the security guard forces and
augmentation personnel.
b)
Coordinates for the defense of the substation.
c)
Calls for reinforcements from AFP and PNP troops in the area.
d)
Impose tight security measures in the area.
e)
A safe and secured area shall be designated.
f)
All employees are herded to a safe and secured area.
g)
Injured personnel are provided with first aid.
h)
Gather real time intelligence on the disposition, location and
plans of enemy forces.
6.
During the defense, one security guard who will be wounded albeit
not fatally, shall be evacuated to a safe and secured area for first aid
treatment.
7.
At the onset of the attack the Detachment Commander must be able
to send a mock spot report to the DSO, VSD and SD simultaneously.
8.
Following units/offices are tasked as indicated:
a)
DSO
i.
UPR for this activity.
ii.
Supervise the security drill.
iii.
Perform other tasks on orders.
b)
Substation Augmentation Force
i.
Prepare personnel to respond to the security drill.
ii.
Prepare personnel to act as aggressors.
iii.
Review SOP’s on terrorist attack incident.
iv.
Perform other tasks on orders.
c)
Detachment Commander/Head Guard of Substation
i.
Prepare to act as team leader of Security Guard Forces during the
exercise.
ii.
Prepare personnel to act as aggressor.
iii.
Perform other tasks on orders.
d)
Security Staff
i.
Coordinate for the provision of meals and snacks for the
participants during the drill.
ii.
Prepare the admin requirements of the security drill.
iii.
Perform other tasks on orders.
